Billing Information and Mandatory Patient Notice


All fees and billing schedules are up to the discretion of each General Practitioner Specialist (GP) and may vary from the above. We require full payment on the day of your appointment. We can lodge your claim with Medicare at the time of payment, with Medicare rebates being paid to patients within 24-48hrs.

Why GPs charge private fees and why they will not bulk bill every appointment from 1st Nov 2025.

Medicare provides patients with a rebate when seeking health care which assists with meeting the cost of your care. Unfortunately, since Medicare’s introduction the government has failed to increase the patient rebate in line with inflation.

Over the years the operating costs for running a general practice such as rent, medical supplies, wages, digitization, etc. have all risen at a far greater rate than the patient rebate.

During an ever-changing medical climate and events such as the Covid-19 pandemic practices have had to absorb much of the significantly increased cost associated with providing quality medical care. This has caused practices to provide some services at a loss over time. We have done this as a service to our community but sadly this is not sustainable.

Even with the governments recent increases to the bulk billing incentives, the payments still don’t cover the full cost of providing high-quality care at this practice. Unfortunately, these changes have also meant a decrease in funding for some of our most common and most complex services such as chronic care and mental health. If we bulk billed all appointments then we would be required to move to a ‘6-minute medicine’ model of rapid and low quality care, also known as a ‘churn and burn’ framework. This is not the type of medicine our GPs want to provide or what you as a patient have come to expect of your care at HPMC. To continue offering our patients the time, attention and services they deserve, we will continue to remain a private billing facility.

We know that the cost of healthcare is a concern, and we encourage you to contact your local Federal Member of Parliament to explain how these changes impact you. You can also ask your GP if you qualify for a GP Chronic Condition Management plan (GPCCM) or use our AMS Connect app for repeat script and referrals.

How can you reduce your out-of-pocket expenses.

Anyone who has a chronic condition can have a management plan and review done every 3 months. Our very capable nurses assist your GP with these appointments, and we will continue to bulk bill these visits. If you feel you qualify but don’t have a plan, please ask your GP or Nurse.

All patients over the age of 75 qualify for an annual health assessment. The assessment enables your GP to pick up any emerging problems early, plan your care to help keep you independent, while informing you of services and support specific to your situation and care. These assessments will also continue to be bulk billed and can be conducted yearly.

How to make the most out of your appointment:

The following points will assist you in maximising your time with your GP and minimise your out-of-pocket expense.

Booking appropriately for your needs will also assist your GP in running closer to time (although medical emergencies still occur and we appreciate your patience in advance).

Should you book in a standard or long consultation:

A standard appointment is for one straight forward matter only. Our standard appointments are 15 minutes. If you have several items or one complex item to discuss with your doctor, please book in a long or prolonged appointment instead.

Attending a long appointment with a prioritized list of your needs (including scripts & referrals) and handing it to your GP at the beginning of the consultation can assist in managing your time appropriately.

Prescriptions and Referrals:

Prescription renewals require your GP to assess whether the medicine or dose is still appropriate and the best option for managing your care.

A referral to see a specialist needs to be completed in advance to the specialist appointment. These can not be back dated and, it is not possible for your GP to write a referral on the spot.

If you have an upcoming appointment with a specialist, please call their rooms at least a week prior to ensure your referral is current. If it is not, please book an appointment with your GP to complete this referral.

We require patients to make appointments for prescriptions and referrals (including repeat/ongoing prescriptions and referrals) to ensure we are providing clinical reviews and continuity of care.

Via our booking app AMS Connect, some of our GPs provide repeat script and referral options for a small out of pocket fee. Please ask with reception if you would like more information regarding these services.

Chronic Conditions:

A very high percentage of our patient community have chronic conditions. As the management of a chronic condition is very complex, it is not possible to review management of these conditions in a standard consultation.

Booking appropriately for a GP Chronic Condition Management Plan (GPCCM) is more suitable to assessing and managing those patients with chronic disease.

We have an amazing nursing team that are involved in helping your GP manage your chronic conditions. You benefit from the nursing expertise that they also bring to your care.

You can book a GP Chronic Condition Management Plan (GPCCM) once a year with 3 monthly follow-up reviews. These plans and reviews are bulk billed and help us organise your care throughout the year as well as limit your out-of-pocket expenses.




Patients 75 years and older:

Patients over the age of 75 years are entitled to a Medicare funded annual health assessment. The assessment helps to get an overview of your health and identify any foreseeable needs. Even if you feel you are healthy it is still a great idea to monitor your care and provide advice and support. It is surprising how often we pick up potential concerns you might not be aware of and make sure you get appropriate care prior to you having an emergency presentation. We would prefer to keep you well and independent for as long as possible. These appointments are bulk billed and can be conducted yearly.

Patients aged 45 – 74 years of age:

All adults aged 45 and over and Aboriginal and/or Torres-Strait Islanders aged 30 and over are eligible for a Healthy Heart Check annually. A Healthy Heart Check is a risk assessment and screening tool used to calculate your risk of cardiovascular disease (CVD). These appointments are also bulk billed.

Aboriginal and Torres-Strait Islanders:

Medicare funds an annual health assessment for Aboriginal and Torres-Strait Islander (ATSI) patients to get an overview of your health and identify any needs you might have early. Your GP and nurse will assess your physical, psychological and social function and consideration of whether preventive health care and education should be implemented into your care.

Driving Assessments:

Please book appropriately if you need a drivers licence medical. We conduct private driver’s license medicals for medical reasons and patient 75+ years.

Telehealth:

Telehealth options can be helpful for busy people who struggle to get to the surgery at times and for patients who are too unwell to attend. Telehealth options can also provide extra protection to our GPs, staff and patient community by providing you with appropriate care from home. These appointments are billed similarly to your consultation at the practice and can be conducted via phone or video.

“I just need a medical certificate or a prescription”

Sometimes you just need a certificate to say you are unwell and unable to attend work or school or you forgot a prescription at your last consultation. If it is a simple short matter, we can offer you a telephone or telehealth appointment with one of our GPs to action your request or you can use the repeat script request function on our AMS connect app.
